Dear Professors and Faculty Members!
Dear Course Participants and Master’s Students!

The 2026–2027 academic year has begun at the Academy of Justice of the Republic of Uzbekistan. On this occasion, I sincerely congratulate all of you and every member of the Academy’s team!

Our country continues to pursue large-scale reforms aimed at ensuring reliable protection of human rights and freedoms and strengthening the independence and openness of the courts. The effectiveness of these reforms depends, first and foremost, on the knowledge, professional expertise, and moral qualities of the personnel working in the judicial and legal system.

Established pursuant to Presidential Decree No. PF–141 dated August 21, 2025, the Academy of Justice of the Republic of Uzbekistan serves as an institution for training candidates for judicial positions, providing professional development for judges and court staff, and ensuring the integration of education, science, and practice.

The results of this year’s admissions demonstrate the growing trust in and interest in the Academy. 849 applicants submitted documents for the professional retraining courses, of whom 112 candidates were selected based on the established criteria. For the Master’s programme, 61 out of 872 applicants were admitted. It is a particular source of pride and a great responsibility for us that the Master’s programme has been launched for the first time in the history of the Academy.

Dear Course Participants and Master’s Students!

You have successfully passed strong competition and earned a place among those selected. This is recognition of your knowledge and hard work, but at the same time, it marks the beginning of a great responsibility to society. In the future, people’s lives, the well-being of families, and public trust in justice will depend on your decisions. Therefore, regard every lesson, every practical session, and every judicial process simulation as a foundation for your future professional career.

We expect you not merely to obtain a diploma, but to become professionals who can think independently, possess deep knowledge of the law, and understand the responsibility involved in making fair decisions.

Dear Colleagues!

Presidential Decree No. PF–160 dated August 14, 2026, approved the “Justice – 2030” Strategy, which sets even more ambitious tasks for us. The Strategy identifies such priority areas as “People-Centered Justice,” “Fortress of Justice,” “Guaranteed Justice,” “Digital Justice,” and “International Recognition.”

It is our direct responsibility to develop the Academy based on international standards and advanced foreign experience, as well as to establish a continuous system for the training of judicial personnel — a comprehensive pathway encompassing master’s education, retraining, practical training, assessment, and continuous professional development.

To this end, in the new academic year, we will focus our efforts on the following areas:

➖ further aligning the educational process with practical needs, increasing the share of judicial process simulations and practical sessions involving experienced judges;

➖ gradually introducing digital technologies and artificial intelligence tools into the educational process;

➖ strengthening scientific activities and supporting dissertation research and scientific-practical studies related to judicial practice;

➖ expanding cooperation with foreign judicial training institutions and reputable higher education institutions;

➖ developing the “Pro Bono” Legal Clinic, enhancing the practical skills of course participants, and continuing to provide free legal assistance to citizens.

For a judge, deep knowledge is as important as honesty, impartiality, and integrity. Zero tolerance for corruption, professional ethics, and commitment to the dignity of judicial office will remain an integral part of education and professional development at our Academy.

What kind of professionals our course participants become tomorrow will largely depend on your knowledge, experience, and personal example. I am confident that in the new academic year you will once again demonstrate your full potential and ensure that every class is meaningful and effective.
