Particular attention was given to the preparation of strong, knowledgeable, independent-minded judges with a high level of professional competence.

It was emphasized that those admitted to the professional retraining courses had successfully passed the examinations and selection process and had been chosen as deserving candidates. Accordingly, the responsibility entrusted to them is substantial.
