Training journalists specializing in covering the judicial system
As previously reported (https://t.me/odilsudlovakademiyasi/4635) , the opening ceremony of a specialized training course in “Judicial Journalism” was held today at the Academy of Justice of the Republic of Uzbekistan.
The course has been developed as part of a partnership between the Academy of Justice and the University of Journalism and Mass Communications. Its primary objective is to equip future journalists with a comprehensive understanding of the judicial and legal system, as well as to develop their ability to cover court proceedings in an objective, accurate, and professional manner.
The event was attended by Chairman of the Supreme Judicial Council Kh.B. Yodgorov, First Vice-Rector for Youth Affairs and Spiritual and Educational Work of the University of Journalism and Mass Communications S.B. Rashidov, Rector of the Academy of Justice Sh.Yo. Abduqodirov, and Acting Chairman of the Union of Journalists of Uzbekistan Sh.O. Oripov.
In their remarks, the speakers highlighted the масштабные reforms being implemented in the judicial and legal sphere, emphasized the importance of ensuring transparency and openness of the judiciary, and underscored the vital role of the media in fostering effective public engagement.
A total of 41 students from the University of Journalism and Mass Communications are enrolled in the course. The program provides them with an opportunity to gain in-depth knowledge of the judicial system and acquire practical skills for professional coverage of court proceedings.

CERTIFICATES AWARDED TO GRADUATES OF THE ACADEMY OF JUSTICE
Today, a ceremonial event was held to award certificates to the graduates of the professional retraining course of the Academy of Justice of the Republic of Uzbekistan.
The event took place in the assembly hall of Tashkent State University of Law, attended by representatives of the Presidential Administration of the Republic of Uzbekistan, the Supreme Judicial Council, the Constitutional Court, the Supreme Court, the Judges’ Association, the Women Judges’ Association, the Social Democratic Party “Adolat,” as well as graduates, their parents, and media representatives.
The ceremony opened with the National Anthem. Distinguished guests highlighted that in recent years, thanks to judicial and legal reforms under the President’s leadership, significant positive improvements have been made in the training of highly qualified legal personnel.
In particular, according to Presidential Decree No. PF–141 dated August 21, 2025, the Academy of Justice of the Republic of Uzbekistan was established on the basis of the Higher School of Judges under the Supreme Judicial Council, elevating the judicial training system to a fundamentally new level.
For the 2025/2026 academic year, 164 participants were admitted to the professional retraining course out of 1,016 applicants, and 159 successfully completed the program.
Most of the graduates are practicing professionals working in courts, advocacy, forensic institutions, and law enforcement agencies. According to statistics, 77% of graduates are men, and 23% are women.
The training was conducted based on the principle of “theory – practice – simulation,” including 124 hours of theoretical instruction, 250 hours of practical training, and 250 hours of court simulations. Participants interned in courts three days a week and, working with over 4,000 electronic case files, developed the skills needed to make fair decisions.
A total of 22 instructors, including former judges and international experts, participated in the program. Participants also attended training sessions with deputies, lawyers, prosecutors, and international specialists, and studied the experience of Spain, Germany, Lithuania, Turkey, Japan, and Azerbaijan.
At the conclusion of the course, final assessments were conducted to evaluate both theoretical and practical knowledge. This course is considered an important step in ensuring justice and the rule of law in society.
During the ceremony, a video highlighting the training of a new generation of judges was shown. Certificates were then solemnly presented to the graduates.
Parents and relatives also delivered congratulatory remarks. The graduates presented a commemorative book with wishes to the Academy’s leadership and faculty.
The event concluded with a group photo and a cultural performance.
This ceremony not only celebrated the professional achievements of the graduates but also symbolized their readiness to serve in the judicial system.

Combating Cybercrime – A Priority of Our Time
Today, a seminar-training titled “Combating Cybercrime: A Forward-Looking Perspective” was held in the city of Samarkand. The event was jointly organized by the Academy of Justice of the Republic of Uzbekistan, the Law Enforcement Academy, and the OSCE Project Co-ordinator in Uzbekistan.
The seminar provided a comprehensive platform to discuss pressing issues related to cybercrime, including the legal frameworks governing the collection, analysis, and admissibility of digital evidence in judicial practice. Participants were introduced to international best practices, human rights standards, and advanced approaches to the use of modern investigative technologies.
This seminar-training aims to enhance the professional competence of specialists in combating cybercrime and to further strengthen the capacity of judicial and legal professionals.

HONORING DISTINGUISHED JUDGES
Today, at the initiative of the Supreme Judicial Council, the Academy of Justice of the Republic of Uzbekistan hosted the presentation of the book “ADOLATNING BIR DILBARI”, dedicated to Dilbar Tukhtamishevna Murodova — Honored Lawyer of the Republic of Uzbekistan.
The event brought together representatives of the judicial and legal system, including distinguished and sitting judges, trainees, as well as members of the media.
The book provides a comprehensive account of Dilbar Murodova’s life journey, her many years of dedicated service in the judicial system, and her work in positions of significant responsibility.

Uzbekistan to host the TJTN meeting in 2026
An online meeting of the member states of the Turkic Judicial Training Network (TJTN) was held today.
During the meeting, the chairmanship of TJTN for 2026 was transferred to the Republic of Uzbekistan. The decision was unanimously endorsed by all member states.
🗣 The chairmanship will be carried out by the Academy of Justice of the Republic of Uzbekistan in cooperation with the Law Enforcement Academy.
🇺🇿 The Academy of Justice has assumed this responsibility and will coordinate activities within the framework of the network.
📅 The next meeting is scheduled to be held in May this year in Tashkent.
💡 Background:TJTN was established on December 12, 2022, in Istanbul (Türkiye) and brings together judicial training institutions from the member and observer states of the Organization of Turkic States (OTS). The network regularly implements initiatives aimed at capacity building, knowledge exchange, and strengthening professional cooperation.

Training of journalists specializing in covering the judicial system is being launched
Today, representatives of the Academy of Justice of the Republic of Uzbekistan, led by the Rector, visited the University of Journalism and Mass Communications of Uzbekistan. During the meeting, the participants discussed issues related to the professional coverage of judicial activities in the media, as well as expanding cooperation between the fields of education, law, and media.
As part of the meeting, the participants were introduced to the university’s material and technical facilities, media studios, and the organization of the educational process. As a result of the discussions, an agreement was reached to launch a specialized training course in “Judicial Journalism” for university students.
According to the plan, 30 selected students will undergo training under the guidance of professors of the Academy of Justice, practicing judges, and media experts. The course will provide them with knowledge and practical skills related to the legal aspects of covering court proceedings, journalism standards, professional ethics, and the observance of the presumption of innocence.
During the meeting, the university’s rector Sherzodxon Kudratkhoja proposed establishing specialized classrooms and practical training halls on the university campus designed to replicate the environment of court proceedings. The leadership of the Academy expressed its readiness to support this initiative.

Meeting with the International Commission of Jurists (ICJ) Delegation Held at the Academy of Justice
On March 12, the Academy of Justice of the Republic of Uzbekistan hosted a meeting with a delegation from the International Commission of Jurists (ICJ).
The meeting was attended by the ICJ delegation led by Regional Director Timur Shakirov, as well as the leadership of the Academy of Justice.
During the meeting, the parties discussed the current state of their long-standing cooperation and exchanged views on further strengthening their partnership.
In particular, the Academy of Justice proposed several initiatives aimed at expanding practical cooperation:
— organizing training sessions in the “Moot Court” (courtroom simulation) format, enabling trainees to participate in simulated court hearings applying international human rights conventions;
— introducing case-based learning, including the development of a database of key decisions of international human rights courts and conducting practical training on adapting these decisions to the judicial practice of the Republic of Uzbekistan;
— preparing a textbook for judges and judicial candidates entitled “International Standards of Justice and Human Rights.”
At the conclusion of the meeting, the parties expressed their readiness to further strengthen cooperation and implement the proposed initiatives in practice.

Mediation in Family Disputes: The Experience of Japan
In Japan, mediation in family disputes (Japanese: chōtei) constitutes an integral component of the judicial system. Unlike the family legislation of Uzbekistan, Japanese law requires mandatory pre-trial mediation for certain categories of family disputes. The primary objective of this system is to preserve family relationships wherever possible and resolve conflicts through mutual agreement between the parties.
One distinctive feature of the regulation of family relations in Japan is that they are governed by the Civil Code of Japan. The legal framework for mediation in family disputes is established by the Domestic Relations Case Procedure Act. This law was adopted in 2011 and entered into force in 2013, setting out procedural rules for the consideration of family-related cases.
In particular, the Act regulates the mediation procedure in family disputes (chōtei), court proceedings, issues related to child custody and parental rights, as well as procedural matters concerning inheritance and kinship relations.
Substantive legal norms governing family relations are mainly contained in the Civil Code of Japan, which establishes the legal foundations of family relations and recognizes mediation as a key stage in resolving family disputes.
In Uzbekistan, mediation is also legally recognized in various fields. However, a distinctive feature of the Japanese model is the mandatory nature of mediation in certain categories of family disputes. Only when the parties fail to reach an agreement through mediation does the case proceed to court adjudication.
These procedures are carried out by the Family Courts of Japan, which have been operating since 1949. The mediation process consists of several stages. Initially, one of the parties submits an application to the family court requesting mediation. The case is then examined by a mediation committee composed of one judge and two mediation advisors (mediators). The procedure is conducted in a confidential and closed format: the parties are first interviewed separately, after which efforts are made to facilitate a mutually acceptable settlement.
If the parties reach an agreement during mediation, the settlement acquires the legal force of a court decision.
The Japanese model of family mediation is distinguished by its integration into the judicial system, its focus on reconciliation within the family, the protection of confidentiality, and the legal enforceability of mediation agreements.
According to statistical data, approximately 55% of family disputes in Japan are resolved through mediation, meaning that the parties reach an agreement without proceeding to a full court hearing.
Japan’s experience demonstrates that mediation in family disputes represents an effective and institutionalized mechanism for dispute resolution. This system helps mitigate family conflicts, protect the interests of children, and reduce the workload of courts.
In Uzbekistan, mediation is generally regulated by the Law “On Mediation”, while family relations are governed by the Family Code of the Republic of Uzbekistan. Although mediation may be applied in family disputes in practice, it is neither institutionalized nor mandatory as it is in Japan. The introduction of such experience into Uzbekistan’s family legislation could significantly contribute to preserving family relationships, promoting peaceful dispute resolution, and enhancing the overall effectiveness of the judicial system.

Mehr-oqibat, sadoqat va ezgulik manbai bo‘lgan xotin-qizlarni qo‘llab-quvvatlash, ularni asrab-avaylash Yangi O‘zbekiston davlat siyosatining eng ustuvor yo‘nalishlaridan biriga aylandi.
Hozirgi paytda sud tizimida 246 nafar ayol sudya odil sudlovni amalga oshirishda faol ishtirok etmoqda.
2026-yil 27-fevral kuni Davlatimiz rahbarining bevosita tashabbusi va qo‘llab-quvvatlovi bilan mamlakatimizda ilk bor Ayol sudyalar assotsiatsiyasi tashkil etildi va tegishli tartibda ro‘yxatdan o‘tkazildi.
Bundan ko‘zlangan asosiy maqsad – sud tizimida ayol sudyalarning o‘rni va rolini yanada mustahkamlash, ularning kasbiy salohiyatini oshirish, bu borada gender tenglikni ta’minlash orqali odil sudlov samaradorligini yanada yuksaltirish hisoblanadi.
“Odil sudlovni amalga oshirishda ayol sudyalar o‘rni” mavzusidagi xalqaro konferensiyada bir qator xorijiy davlatlar, xususan Turkiya, Qozog‘iston, Qirg‘iziston va Ozarbayjonning Xalqaro ayol sudyalar assotsiatsiyalari vakillari ishtirok etdi.
Konferensiyada sud-huquq tizimida ayol sudyalarning o‘rni va ahamiyatini yanada mustahkamlash, bu borada ilg‘or xorijiy amaliyotni tahlil qilish, tajriba almashish, gender tenglikni ta’minlash hamda odil sudlovni samarali amalga oshirish masalalari milliy va xalqaro ekspertlar tomonidan qizg‘in muhokama qilindi.
