Scientific and Practical Conference Held at the Academy of Justice

Today, the Academy of Justice hosted a scientific and practical conference on the topic: “Issues Related to the Activities of the Investigative Judge at the Pre-Trial Stage”. The conference, organized on the initiative of the Academy of Justice, focused on current issues in criminal procedural law, modern development trends of the investigative judge institution, and existing challenges in legal practice. Representatives of the country’s leading higher educational and research institutions, experts in the judicial and legal sphere, professors, judges, and legal practitioners took part in the event. During the conference, presentations were delivered on the prospects for the development of the investigative judge institution, ensuring the adversarial principle during pre-trial proceedings, improving the legislative framework, the role of international cooperation, and the historical and legal aspects of the institution. Specialists from Tashkent State University of Law, Karakalpak State University, the Law Enforcement Academy, and the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan also shared their opinions and proposals. At the conclusion of the conference, it was noted that proposals and recommendations aimed at further developing the investigative judge institution would be prepared.

International Forum on Judicial and Legal Education of Turkic States Held in Tashkent

On 5–6 May this year, Tashkent hosted the international forum titled “Judicial and Legal Education and Justice in Turkic States: Digital Transformation and Integration of Advanced Practices.” The forum was organized by the Academy of Justice of the Republic of Uzbekistan. The event brought together representatives of judicial and legal education institutions from Uzbekistan, Azerbaijan, Kazakhstan, Kyrgyzstan and Türkiye, educational institutions under the Prosecutor General’s Offices, as well as representatives of international organizations and prominent experts. The forum focused on issues related to the modernization of judicial and legal systems, the introduction of modern approaches to the training and retraining of judicial personnel, and the development of judicial and legal education in accordance with international standards. Participants exchanged views on accelerating digital transformation in the sector, implementing advanced international practices, and strengthening mutually beneficial cooperation. As highlighted during the event, Uzbekistan has been consistently implementing large-scale reforms in the judicial and legal sphere in recent years. Ensuring judicial independence, improving the quality of justice, and enhancing the system for training judges in line with international standards have been identified among the country’s priority areas. The forum featured thematic sessions on “The Use of Digital Technologies in the Educational Process,” “International Standards and Advanced Approaches in Judicial Training and Professional Development,” and “Prospects for the Effective Application of Modern Pedagogical Methods in Training Personnel for Judicial and Law Enforcement Bodies.” During the sessions, representatives of the participating countries delivered presentations on the introduction of digital solutions into judicial and legal education systems, the development of e-learning platforms, the application of innovative methods in judicial training, and the expansion of international cooperation. At the conclusion of the forum, the heads of judicial and legal training institutions of the Turkic states signed a joint protocol. The document will serve as an important basis for further strengthening cooperation, exchanging experience, and implementing joint educational programmes. On the second day of the forum, members of foreign delegations visited the Academy of Justice of the Republic of Uzbekistan. Guests familiarized themselves with the Academy’s activities, educational process, research work, and modern infrastructure. During the visit, presentations were delivered on the Academy’s “Electronic Education” software system, academic curricula, and research activities. In particular, the advanced approaches used in shaping the psychological profile of future judges attracted considerable interest among participants. In addition, a Memorandum of Understanding was signed between the Academy of Justice of the Republic of Uzbekistan and the Academy of Justice of the Republic of Azerbaijan. The document is expected to elevate bilateral cooperation in the field of judicial and legal education to a new level. At the end of the forum, participants were introduced to Uzbekistan’s rich historical and cultural heritage through a special cultural programme. In particular, visits were organized to the Center of Islamic Civilization and the historical monuments of Samarkand. Overall, the international forum served as an important platform for discussing contemporary trends in judicial and legal education, studying advanced practices, and further strengthening cooperation among the Turkic states.

INTERNATIONAL JUDICIAL AND LEGAL FORUM OF TURKIC STATES TO BE HELD IN TASHKENT

On May 5–6 of this year, Tashkent will host a prestigious international forum on the topic:“Judicial and Legal Education and Justice in Turkic States: Digital Transformation and Integration of Best Practices.” The forum is organized by the Academy of Justice of the Republic of Uzbekistan and will bring together representatives of leading judicial and legal educational institutions from Azerbaijan, Kazakhstan, Kyrgyzstan, and Türkiye. The forum program includes expert presentations and exchange of experience on judicial training and professional development, the implementation of digital technologies in the justice system, and the application of modern pedagogical approaches. Additionally, a visit of the participants to the Academy of Justice is planned, where they will become acquainted with its activities and educational infrastructure.

On April 28, 2026, a two-day special training course titled “Media Communication and Work in Crisis Situations” for information service staff of judicial bodies and judges kicked off at the Academy of Justice of the Republic of Uzbekistan, in cooperation with the Content Production Center for Mass Media under the Administration of the President of the Republic of Uzbekistan. The event brings together over 60 participants, including court press secretaries, information service representatives, and judges active in the media sphere, who are gaining up-to-date knowledge and practical skills in effective communication.

International Training Course Successfully Concluded at the Academy of Justice

The international training course titled “Digital Justice: International Standards, Information Security and Human Rights” has been successfully concluded at the Academy of Justice of the Republic of Uzbekistan. Over the course of three days, participants deepened their knowledge and enhanced practical skills in international legal standards, anti-corruption mechanisms within the judicial system, digital forensics, prevention and detection of cybercrime, as well as modern approaches to handling digital evidence. The programme effectively combined theoretical instruction with practical sessions, interactive discussions, and experience sharing, enabling participants to gain a comprehensive understanding of contemporary approaches in the judicial and legal field. Upon completion of the course, participants were awarded certificates. They highly appreciated the excellent organization, the relevance and depth of the programme, and expressed sincere gratitude to the organizers. Participants also commended ongoing judicial reforms, digital transformation efforts, and the strengthening of international cooperation. Bugun O‘zbekiston Respublikasi Odil sudlov akademiyasida uch kunga mo‘ljallangan “Raqamli odil sudlov: xalqaro standartlar, axborot xavfsizligi va inson huquqlari” mavzusidagi xalqaro o‘quv kursi boshlandi. Prezidentimizning 2025-yil 21-avgustdagi “Odil sudlov sohasida yuqori malakali kadrlar tayyorlash tizimini tubdan takomillashtirish chora-tadbirlari to‘g‘risida”gi Farmoniga muvofiq, sud tizimi uchun yuqori malakali huquqshunos kadrlar tayyorlash tizimini xalqaro standartlar asosida yanada takomillashtirish, shuningdek, milliy va xorijiy kadrlarni tayyorlash, qayta tayyorlash hamda ularning malakasini oshirish ustuvor vazifalardan biri etib belgilangan. Bugun boshlangan “Raqamli odil sudlov: xalqaro standartlar, axborot xavfsizligi va inson huquqlari” mavzusidagi mazkur o‘quv kursi Akademiya uchun alohida ahamiyatga ega. Strategic Meeting with Distinguished Professors from the University of Salamanca (Spain) at the Academy of Justice

Today, the Academy of Justice hosted a high-level meeting with prominent scholars from the University of Salamanca, one of Europe’s most prestigious legal heritage sites — Professor Lorenzo M. Bujosa Vadell and Doctor Walter Reifarth Muñoz. The meeting was attended by the Academy’s leadership and international legal experts to discuss the expansion of institutional cooperation. The dialogue focused on contemporary procedural law, judicial mechanisms for the protection of human rights, and the ongoing digitalization of the judicial system. The Spanish delegation shared the University of Salamanca’s extensive expertise in legal education, particularly emphasizing their research on the judicial protection of collective interests and constitutional guarantees of due process. ⏺ The Academy of Justice proposed the following strategic initiatives to enhance the partnership: 💬 Specialized Masterclasses: Organizing advanced training seminars led by Professor Bujosa Vadell and Dr. Muñoz on "The Impact of ECtHR Jurisprudence on National Legal Frameworks" and "The Advancement of E-Mediation"; 💬 Joint Research and Publications: Collaborative authorship of legal textbooks and scientific articles addressing pressing issues in procedural law to be published in international peer-reviewed journals; 💬 Academic Exchange Programs: Establishing short-term research fellowships and internships at the University of Salamanca for the Academy’s doctoral candidates and faculty members; 💬 Curriculum Development: Integrating specialized modules such as "Collective Rights Protection" and "Procedural Cooperation with International Criminal Courts" into the Academy’s training programs, drawing on Spanish legal insights. Representatives of the Academy of Justice of the Republic of Uzbekistan successfully completed an international training program

As previously reported, an event was held in the Republic of Türkiye within the framework of an international training program on human rights. The program brought together A. Khamrayev, Judge of the Supreme Judicial Council of the Republic of Uzbekistan, N. Salayev, Vice-Rector of the Academy of Justice, D. Israilov, Head of Department, and S. Mamadiyev, Lecturer. During the program, participants engaged in in-depth discussions on current human rights issues, exchanged experiences with representatives of member states of the Turkic judicial training network, and explored modern approaches as well as best international practices. Upon completion of the program, the delegation members were awarded certificates in recognition of their successful participation. Participation in this program contributes to strengthening the professional capacity of the Academy’s representatives, deepening their understanding of international experience, and promoting the effective implementation of modern approaches within the judicial system.

The personnel management system in the judiciary is being improved

A presentation event was held at the Leadership Assessment Center, established at the initiative of the President of the Republic of Uzbekistan, with the participation of representatives from the Presidential Administration, the Supreme Court, the Supreme Judicial Council, and the Academy of Justice. During the event, representatives of the judicial community were introduced to a modern system for the formation, assessment, and development of a professional corps of civil servants. For reference, as a result of the widespread introduction of digital solutions and artificial intelligence technologies into the civil service assessment process, the assessment duration per candidate has been reduced from an average of 7 hours to approximately 80 minutes. During the meeting, key areas of cooperation were identified, including: ▫️the use of digital technologies, particularly artificial intelligence, in the selection of candidates for the judiciary;▫️the organization of local and international internships for district court judges and staff in public administration, digitalization, and artificial intelligence;▫️the attraction of promising specialists educated abroad through international scholarship programs such as “El-yurt umidi”, JICA, KOICA, and others to judicial bodies;▫️the organization of internships and employment opportunities for graduates of Presidential Schools and higher education institutions based on the “ustoz-mentoring” (mentor-based) approach;▫️the implementation of the “TOP-100” selection program aimed at developing a new generation of professionals and identifying high-potential leaders in public administration and the judiciary.
