About the Center

The Information Resource Center of the Academy of Justice of the Republic of Uzbekistan is a structural unit of the Academy responsible for supporting its educational, research, and practical activities with the necessary information and library resources, expanding access to modern scientific and legal sources, and continuously developing library services.

The Center is committed to meeting the educational, scientific, professional, and information needs of the Academy’s faculty members, students, doctoral researchers, independent researchers, and staff.

Main Goals and Objectives

The primary goal of the Information Resource Center is to establish a modern and effective information and library environment at the Academy, provide high-quality information resources for educational and research activities, and expand users’ access to national and international scientific resources.

The main objectives of the Center are:

— to acquire educational, scientific, scientific-practical, methodological, and other literature relevant to the Academy’s educational and research activities and to regularly enrich the library collection;

— to provide information and library services to faculty members, students, doctoral researchers, independent researchers, and other users;

— to expand access to modern national and international scientific databases;

— to develop electronic information resources and enhance opportunities for their effective use;

— to provide information and bibliographic support for research activities;

— to systematically develop, catalogue, preserve, and maintain the library collection;

— to introduce modern approaches to the activities of the Information Resource Center and continuously improve the quality of services provided to users.

Development and Key Achievements

In 2026, particular attention was paid to developing the Information Resource Center as a modern hub for scientific and electronic information resources, enriching its collection, and expanding the Academy users’ access to international scientific information resources.

In cooperation with the Alisher Navoi National Library of Uzbekistan, the Academy was provided with access to the electronic information resources available through media.natlib.uz, natlib.uz, diss.natlib.uz, and press.natlib.uz.

Access was also provided to a wide range of international electronic scientific resources, including EBSCO, ProQuest, Oxford University Press, PressReader, EastView, CNKI, Emerald Publishing, and Wiley. In addition, through the licensed programme of the EIFL international consortium, users gained access to ACM Digital Library, Royal Society Journals Collection, IWA Publishing Journals, European Respiratory Journal, Edward Elgar Publishing, Mathematical Sciences Publishers Journals, and e-Duke Journals Scholarly Collection.

Within the framework of cooperation with the Scientific and Technical Information Center under the Agency for Innovative Development, the Academy was also provided with access to the Springer Nature international scientific database.

Enrichment of the Library Collection

One of the key areas of activity of the Information Resource Center is the systematic enrichment of its collection with literature relevant to the Academy’s educational and research priorities.

In this area, cooperation has been established with the Supreme Court of the Republic of Uzbekistan, the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan, the “Adolat” National Legal Information Center under the Ministry of Justice of the Republic of Uzbekistan, the National Center of the Republic of Uzbekistan for Human Rights, and other organizations.

In particular, within the framework of a memorandum signed with the National Center of the Republic of Uzbekistan for Human Rights, the Academy received 196 copies of books covering 66 titles.

From October 2025 to 1 July 2026, the Information Resource Center received a total of 415 copies of books covering 177 titles, including textbooks, educational, practical, and methodological literature, as well as 29 copies of journals covering 6 titles, provided by various organizations, faculty members, and staff of the Academy.

National and International Scientific Databases

Expanding users’ access to modern scientific information resources is one of the priority areas of the Information Resource Center.

As a result of cooperation with relevant institutions, the Center has provided access to approximately 40 national and international electronic information databases and resources.

In addition, researchers of the Academy have been introduced to open international scientific resources and platforms such as J-STAGE, J-Global, DOAJ, arXiv, OpenAIRE, Google Scholar, Academia.edu, BASE, and PubMed.

These resources provide broader opportunities to search for and use scientific articles, dissertations, patents, academic journals, and other research materials in scientific activities.

Information Support for Research Activities

In addition to developing its library collection, the Center pays particular attention to improving the knowledge and practical skills of the Academy’s faculty members, doctoral researchers, and independent researchers in the effective use of international scientific information resources.

On 15 May 2026, in cooperation with the Scientific and Technical Information Center under the Agency for Innovative Development, a seminar and training session entitled “Developing the Practice of Working with International Electronic Databases in the Field of Justice” was organized.

During the seminar, Academy staff received information on preparing and publishing articles in scientific journals indexed in Scopus and Web of Science, factors affecting the Hirsch index (h-index), and the effective use of academic social networks and research metrics.

On 19 June 2026, a presentation entitled “Opportunities of the Information Resource Center of the Academy of Justice” was held for the Academy’s faculty members.

On 25 June 2026, as part of a press tour organized at the Supreme Judicial Council and the Academy of Justice, the capabilities and resources of the Center were also presented to representatives of the mass media.

Cooperation

The Information Resource Center places particular emphasis on developing national and international cooperation.

During the first half of 2026, the Center cooperated with the Alisher Navoi National Library of Uzbekistan, the National Center of the Republic of Uzbekistan for Human Rights, the Agency for Innovative Development and its Scientific and Technical Information Center, the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan, the Supreme Court of the Republic of Uzbekistan, the “Adolat” National Legal Information Center, Tashkent State University of Law, and other government bodies and institutions.

Overall, during this period, cooperation activities were carried out with 11 government bodies and institutions.

Within the framework of international cooperation, the Russian State University of Justice named after V.M. Lebedev provided the Center with relevant issues of the journal “Russian Justice” (“Российское правосудие”).

Priority Areas

The priority areas of the Information Resource Center include:

— regularly enriching the collection with modern legal literature relevant to the Academy’s educational and research activities;

— developing electronic information and library resources;

— expanding access to international scientific and legal databases;

— providing information support for the research activities of doctoral researchers, independent researchers, and faculty members;

— developing cooperation with national and foreign libraries, research centers, and educational institutions;

— improving users’ knowledge and practical skills in the effective use of international scientific databases.

Future Priorities and Development Plans

The Center plans to further improve its activities, develop the Academy’s modern scientific and information infrastructure, and expand the range of services available to users.

In particular, the following priorities have been identified:

— regularly enriching the library collection with new-generation textbooks, study guides, scientific and scientific-practical literature;

— expanding the collection of electronic resources;

— further expanding access to national and international scientific databases;

— developing cooperation with international academic publishers, libraries, and scientific information centers;

— regularly organizing seminars and training sessions for the Academy’s faculty members, doctoral researchers, and independent researchers on the effective use of international scientific databases;

— continuously improving information and library services in accordance with modern requirements;

— expanding access to information resources required for educational, research, and practical activities.

The development of the Information Resource Center as a modern hub for scientific and legal knowledge and the provision of reliable information resources for the Academy’s educational and research activities remain the Center’s key strategic priorities.
